We know the value of basing Program Management decisions and activities on the business objectives established at Investment Planning time. Whether we are supporting the acquisition of a complex system, the management of an integration or development effort, or providing Independent Verification and Validation (IV&V) services, we understand the importance of relating system requirements, progress milestones or IV&V metrics back to the business objectives. At every step in a Program Management effort, DNC personnel look for the opportunity to validate ongoing activities against the ultimate goal of supporting and improving the organization's operations and business.

Because DNC has always been focused on business objectives in our Program Management role, the introduction of Performance Based Contracting was second nature. We normally initiate acquisition support engagements by developing a clear understanding of the business objectives to be achieved. With this understanding we are able to prepare a performance based or functional requirements based acquisition to achieve those objectives. Once these business objectives are clearly established, the development of work packages in an Earned Value Management (EVM) system, the development of test and evaluation scenarios, and assessing / managing program risk are significantly simplified.
